    As the Citizens of Empire City, SOLdiers have the ability to Approve or Veto any proposals approved by the Capo's. SOLdiers are the only tier that benefit from the "to earn" activities in Empire City.

    CAPO's

    Capo's have the right to Veto any proposals that have passed through the Council. Capo's benefit from revenue sharing from all the Empire City Utilities.

    DON's

    The Council of Don's is the only group that can table a proposal to modify the operation of the Grand Mafia. Each Don has the ability to launch a Sub-DAO of 444 SOLdiers
